- Collect and disburse support payments and maintain records for such transactions on all Trumbull County judicial and administrative support orders

- Assistance in the enforcement of orders pertaining to health insurance

Goals:
- Restore authority to the parents
- Monitor the juvenile and hold them accountable
- Counsel the juvenile to make good decisions
- Give juvenile skills to be a productive member of the community
- Must be a Hubbard City or Township resident
- Between ages 11 and 17
- Have parent or guardian consent, unruly behavior, public intoxication, disorderly conduct, simple assault, criminal mischief and underage smoking

Strengths
The strengths of the social services and welfare programs available to Hubbard residents is that there is wide variety that covers every age group, from children up to the growing aging population. Another strength is that Hubbard sits between Trumbull and Mahoning County so the Hubbard residents can also utilize any of the Mahoning County services that might be useful to them.
Weaknesses
A weakness of the social services available to Hubbard is that only a few of the resources available are actually located in Hubbard. The distance might be a challenge for residents who do not have a car or money to travel or have a hard time getting around because of age or disabilities. Another weakness is that Hubbard still has a high population of homeless even with all the services that are available.
