- Hubbard Volunteer Fire Department provides a variety of fire prevention and suppression services. It is a part of the department of public safety, which operates under the government of the City of Hubbard, Ohio. The city government maintains income tax, street, real estate, utilities, and financial and legal departments, as well as the clerk s office. The City of Hubbard s street department is responsible for snow removal, leaf pickup, and street repair, maintenance and cleaning throughout the year. In addition, the city s utilities department is comprised of wastewater, billing, water and electricity divisions. Hubbard Volunteer Fire Department is located in Hubbard, Ohio.

- The City of Hubbard Police Department's commitment and philosophy on public safety is simple—keep the streets safe and our community neighborhoods crime free. However, the police force realizes that, like most everything in life, public safety is not always that simple.
- Based upon this simple philosophy, the department patrols the city's 3.5 square miles of community with a police force of ten full-time officers and four full-time dispatchers. However, the pervasive scope of the police department extends far beyond routine community patrol. The Hubbard City Police Department also supports a Juvenile Division, Records and Intelligence Division, a state-certified Weapons Program, a Drug Strike Force, and Special Investigation Division.
- The combination of a diverse and talented group of police officers and the latest policing equipment make Hubbard not only a community with a low crime rate, but also a safe place for families to call home.

With the addition of numerous programs to our department such as Community Policing and Juvenile Diversion, we have brought our department closer to our community. With a great number department members residing in the Hubbard community, we are creating a good relationship with our fellow residents. Building a good relationship with our fellow residents is a focus of our department with our main goal being to build a safer and stronger Hubbard Township.

- EMA is tasked with planning, training and assisting with the coordination of disasters in Trumbull County.
- EMA stands ready to assist local jurisdictions manage a disaster, both natural (tornado, flood, blizzard) and technological (HAZMAT or nuclear).
- EMA is the agency which coordinates damage assessment and is the access point for aid in a disaster from the State of Ohio and the Federal Government
Strengths
Hubbard is a relatively safe place to live considering they have three police departments responsible for the safety of the community.
Weaknesses
The community of Hubbard has recently been having issues with theft, particularly burglary. This seems to be their current area of focused concern in the safety department. This has been an ongoing issue for nearly ten years and the theft-related crimes still are occurring.
